No Jew would hang that mezuzah without the scroll. And that scroll will cost a lot more than forty dollars. Honestly, I can't see a Jew hanging a mezuzah on the house of a gentile. This was badly researched and offensive.

You can definitely get scrolls for less than 40 as there are many computer printed ones.
