The assembly is filled with multiple wizards with different specialties who probably all have 8th or 9th level spell slots at their disposal; the mighty nien are not strong enough to fight even one of them in a battle to the death with out expecting several of them to go down ,some of them permanently to either a disintegrate or a Finger of death, Matt is probably trying to get them to turn their focus to something more inline with their abilities like you know a caged titan of the abyss

Matt has a dozen ongoing story threads at all times. There’s no reason that he would have the followers of Uk’otoa go on holiday just because a political peace summit was happening. It’s hard to think of Matt “doing this to them.” They did this to themselves by going back out to sea. Matt set this up ages ago, and they just now happened to trigger it.

Revivify should be enough to bring him back, it hasn't been a minute since he died yet, and I'm pretty sure both Jester and Cady have the diamonds they need for it.
