Flacq Village , Mauritius 🇲🇺

The description as a 'village' is a misnomer based on old administrative divisions which they have been trying to modernise since decades now. Curepipe for example is a city run by a municipal council. Flacq is run by a 'village' council which is under the Flacq district council. The aim has been is to create municipal councils based around the cities and do away with the district councils. The main stumbling block has been the opposition of local 'villagers' to paying a municipal tax to fund their municipal services. In effect the central government pays for the services in the 'rural' districts and have been unable to shift the burden to the 'villagers'.
