Well it's actually this: 1. Use a solid color (eg. blue and white) 2. Add a seal/coat of arms of the state 3. (optional) add gold/white text that says the state name

I beg to disagree with the Philippine Flag. It is because history would tell us that the US banned to fly the Philippine Flag then until the Commonwealth of the Philippines was established. Therefore, we would retain the same flag or fly the USA flag. Also, should we be admitted as a US territory, we would have same status as Puerto Rico. Not to mention that there were documents that bore our seal during the US occupation.
