to be fair, 10,5km torp range is a pretty bad downside. Still BS that la pampa exists precisely because the shima reason you listed. But shima 20km torps with booster would be leagues above, more broken than la pampa.

What IJN really needs is more historically accurate type 93s, oxygen torps are stealthy. Give them 1.2 km detection, historically accurate and will make noob tubes viable.

La Pampa speed and torp range make you 100% irrelevant in a very shockingly large number of battles after the first 5 minutes.

Is the Shimikaze good and beginner friendly ?, because i normally don't play a lot of DDs, even less torp boats, and as it is available in the North Pole event, considering i have no T-X DD and the other choice are meh (except Schlieffen but i have T-X BBs), it might be worth to pick it and practice other torp DDs to be able to properly play it. Or is it just a pass.

Shima was my second DD tree. The actual torp character of the Shima line starts with Kagero at Tier 8, before that the DDs are kind of off. Shiratsuyu (Tier 7 of Harugumo tree) is the better torp DD at tier 7 of both lines.😂 Back to you question, Daring is often recommended due to quick smoke and heal, but I hate the shell arcs so I recommend the Panasian DDs. Basically US DDs with deep water torps but medium smoke duration and cooldown.

If you don't play torp boats shima might be hard for you tbh, it's torp detection is awful so you have to know where you need to be to score any damage with shimas main weapon tbh, you also need to know how to abuse your 5.6km detection to make the most out of it. As others have said I'd start with Daring or Gearing as your first DDs as they're more forgiving, especially the Daring line.
