The nano suits don't make sense for a speedster to have, as the point of the suit is to put it on so quickly that it seems like the suit has just teleported onto you, whereas the nano suits just don't have much point apart from, "ooh, techie!".

For example, say he didn't have the cowl on, and someone came around the corner. The nano particles go at their own speed (which is pretty slow(if you've watched the show)), whereas he can just quickly put on his cowl. (He could just run away, but that's besides the point, this is just an example.)
