The blue walls had been moving all along. When you hit (or landed) on them, when enemies hit them, and even when the spinning beam hit them. It is just that at 9:42, it happened to get hit in a way that caused to it to move absurdly far. It was normally a lot more subtle, enough to miss it while actually playing.

I slow down the footage and I found that in the boss when price jumped into the projectile and blasted it he went to early it did not hit and he ran straight into it so he was actually close. Though I basically need to do a frame by frame to find this out.
