It gives the weapon attack +2 as standard, but if the opposing hero has blocked with a card from their hand this activates "Reprise" and it instead gives the weapon attack +4 :)

@@zouxiaonan9751Blue overpower in WTR gives the weapon attack +2 and if the defending hero has defended with a card from hand it gains an additional +2. In the HP1 decks the wording has changed so that it says "if the defending hero has defended with a card instead it gains +4." the effect is the same, the wording has just changed. apologies for any confusion.
