The problem with a potential Utd rebuild is that they don't sell well and won't raise enough from sales of deadwood to balance the potential spending. People can mention Chelsea spending a billion but they've sold players close to that value over the past few seasons. Chelsea's net spend is actually good, Utd can't match that.
