Apex negates activations and ttt says you can only activate 1 per turn you can therefore activate a second one cause the first activation was negated

so one thing people need to understand about scareclaw kashtira is that he only negates the effects of a monster it has attacked while itself its on the field, his effect is a continuous one, not an activated effect. meaning that when scaraclaw kash leaves the field Empen would no longer negated. making everything afterwards illegal
