That doesn’t sound good. The tones are crowded. The instruments are not tuned.

Because it is not the original sound. It had been dubbed, or remastered, as the people did it and thought that’s what they were doing. For a while, some overseas Khmer people, mostly in America, made their living by dubbing music over the original recordings of the pre-1975 songs. Years and years ago, I bought some CDs that had been compiled with oldies, thinking they were the original sounds. Sadly, most of them are of the atrociously "remastered" version. You can find the original recording of this song on KZbin, though you have to search using its Khmer title.
