I think this design works by removing some of the back emf. Imagine a motor running a generator, as soon as a load is put on the generator it makes the motor work harder and consumes more energy. This system de couples the motor and generator.

Not necessarily. Read the article. The power to the pump is much less than the power at the generator output. That's basically how it works.

This design wont work it wont even generate enough power to run itself. what you instead need to do is have a running water source and tap into it going downhill then reduce the size of the water pipe until its shooting out in the desired pressure and then just run the generator via the water wheel and put in a voltage regulator and some means to limit the water flow so that you dont burn out the generator by overheating over working it.
