Rather than Visual Studio, I've seen people using Visual Studio Code for building windows executable.. how? Via Chocolatey? For example, if 'flutter doctor' doesn't work, then I understand you need Git, Flutter + Android Studio, then VSC + Flutter/Dart Extension... but if you're fine with running your flutter app from a browser, the you only need VSC+Flutter/Dart Extension?

Correct, only if you really want to create windows executable you will need Visual Studio. As far as I know, it is impossible to create Windows runnable flutter apps only with VSC. You can develop in VSC but not build the app for windows.

Puh sorry I am not the expert for Laptops / Computers but the RAM and SSD size sounds good. So I guess you should not have problems to run VSCode and working with Flutter.
