I hope however Joe collected his evidence it’s in a way that could lead to a successful prosecution. Councils are able to track down flytippers regularly - most of these type of man-with-a-van services are taking the rubbish and dumping it in the countryside - but proving it and linking it to specific pieces of rubbish so they can prosecute is a much harder task. They do manage it though!

@@mini1993mike Its honestly stupid, its free for anyone in a car.. but if you drive a van you have to register and you get 12(?) passes for the year. Then you have to pay like £20 a pass thereafter.. my brother has loaded his car 3 times instead of taking a van to the tip to avoid fees.

Where are you from then because when I took a load of stuff to the tip (South england) in my mates van we only had to get a license which was free and came with an amount of uses. Wouldn't have needed licence if we went on the car though. I think the fact there is so much disparity between councils rules on tips is also a factor in fly tipping. Doesn't seem to be any government guidelines.

On the contrary, usually when a criminal is shown on TV, their face legally has to be blurred out as they have yet to be put on trial. However, not only do they show the fly tippers face, but also give (presumably) his name. This implies that “Not Chris but Patrick” WAS arrested, put on trial and found guilty.

You've got that all wrong. These guys are generating truckloads of commercial waste. A licence is required to even carry a customers waste in your vehicle. And the council commercial tips are not cheap. Entry is a starting charge of £60 on the general assumption of what your vehicle weighs. My residential tip won't allow van access without a voucher, the council keeps a close eye on how many vouchers you're using (12 visits per annum only) and the tip workers watch closely to see what type of rubbish you are throwing away and if they suspect commercial they'll come down on you.

Money.. Its open land and requires proof that x individual was responsible. If you have proof then you also need a fixed address for that person so you can give notice. The costs and resources wouldn't prevent it from happening because its near impossible to enforce. IF it was operated from a physical location it would be different but these guys are living in caravans so it falls into the grey side between civil and criminal.

So here’s my plan: extreme tipping hotspots are right next to fields so get a large police van inside a gateway hidden tippers pull in - the van pulls out in front of them blocks them off- another van pulls in behind the tippers police get out of the van and instantly tazer and cuff all the tippers and fine them £2000 each then the problem will pay for itself.
