FM Sitharaman clarifies why states like West Bengal have not received GST funds for years

AG, Accountant General certification is madatory to release of GST amount, otherwise there will be misappropriation of funds and accountability of centre and state vis a vis funds will suffer. Moreover, AG cert is madatory by law b/w 3 parties 1. CENTER 2. STATE AND 3. ACCOUNTANT GENERAL. it's an agreed process between the 3. AG is part of CAG, CAG audits GOI, state govt and govt undertsking. AG files state govt. Report to CAG. Every state has there own AG reporting/filings to CAG.

@@tsrini68 The CAG is an independent authority under the Constitution of India, and the CAG of India is the highest auditing power in the country. Cag is appointed by President and can be removed if required just like a Supreme Court Judge which us really very tough. If states have there say even in funds then there is no point of central govt, you wouldn't need a principal in school, teachers managing individual classes will run the school. Don't forget central Govt or opp MP comes from a much larger constituency and state population than a MLA.

The non BJP ruling states, especially W Bengal and Telangana , often blame the central government for their mis governance, inefficiency,fiscal indiscipline by creating these false narratives. They also try to gain political mileage ( especially amongst the large uneducated masses of their states) by such false accusations on the CG stopping the flow of funds to their state whereas,the truth is always the other way around.
