This was recorded At Sakuracon 2017 it is a anime convention that takes place every year in seattle washington until covid that was. 2. Mainly just voice modulation. They are prerecorded (but you probably know that) and they layer the recording over itself with different modulations, like an echo, or higher or lower pitch, or a gruff modulator.
