Its technically not a headcannon. In HLM 1/2 Jacket can speak however his dialogue is not shown to the player which was interpreted as Jacket being a mute. In the Payday 2 Hotline Miami DLC Jacket uses a tape recorder with PSA Recordings to communicate. Dennaton Games approved Jacket speaking through tapes for Payday 2, making it somewhat canon.

@@shortstuffvr7747 The tape player has no connection whatsoever to hotline miami canon. PD2 Jacket is not Jacket, he’s an obsessed/delusional hotline miami fan. I could go on for a long time about specific details, but just note that most details about PD2 Jacket are specifically closer to a fan’s perception than of how jacket actually is in-universe. chief among them being the name jacket; it’s purely a fan term, 0 connection to the game. Plus tons of other details, like his choice of outfit; the chicken mask is way more iconic out of universe than in, the pig mask more consistently represents jacket in-universe, and his jacket itself doesn’t match the in-game one, but does match promotional material.

And even if we go about that, even skinny people can be deceptively strong, particularly if we're talking about "unhinged" people as Biker and Jacket are, since a lot of our ""weakness" is actually bound to the restraints our brains are hardwired towards, rather than lack of capability. Most stuff they do in-game is rather average human stuff, besides the part of being one-man armies.
