JL audio C1 or this? Which one is better in terms of base if planning to run without any amp and sub?

It all depends on what is your listing preferences. The focal access 165as is the performance category of focal and in real life experience the quality of materials and engineering of the access 165 is way superior to that of the jl audio c1. Access 165 as is a close competitor with th jl audio c2 rather than the c1. But running it without a amp totally depends upon the head unit, if it's any factory head unit then the c1 as the extra money for the focal won't make a difference for a factory plug and play.
