Yes you may. This explanation would work for some job roles. But generally you can communicate the same message under the title "lack of growth". And list monetary growth as one of the reasons.

If I use reason number 4 (getting laid off or furloughed), won't that pose a problem for me while negotiating for a higher salary?

Yes that could happen depending on which company you are interviewing at. It sure is a disadvantage. For larger more organised companies they will pay as per their salary band (though there is often room for negotiation). I would recommend building some leverage by hinting that you are unemployed but not out of options. So basically it would be a factor of does the hiring company see it as a situation where they would lose you if they do not pay well.
