How do you have the blinds all the way down but closed as well? Is there a way to alternate the amount of light that comes in without changing the depth of the blinds, on the window up and down?

Depending one the height of the window you may have to pull them slightly more or less past the bottom of the window to have them be completely closed. These are not meant to be room darkening but more for privacy and shade from sunlight. I hope that answers your question?
