The distances you mentioned sound like VHF & UHF line of sight communications. Repeaters make a BIG DIFFERENCE. One repeater can cover several counties, and Amateur Repeaters can be linked to further increase range. Another option is a remote base attached to a repeater. Several years ago (during one of the 11 year sunspot cycles) I made a contact from California to Maryland using a 1 Watt Handi Talkie with just a rubber duck antenna. Of course I was on the 220 MHz Amateur band and and was using a repeater that had had a 10 Meter (29.6 MHz) remote base that was putting 100 watts into an omni antenna. Never underestimate Amateur Radio, and never attempt to use it without training and a license.

Would be worthwhile to get a digital scanner like a 436hp. Can monitor national interop freqencies and local/state digital public safety operations as well.

Google searches usually gets you the frequencies. Also look at Repeater Book which also has an APP.
