Dave has admitted that the lyrics to this song make absolutely no sense (the same goes for most, if not all, of the songs on the debut album)

I always interpreted it as being about female cosmetics in an ironic sense. Fingernails are pretty and good, all they ever wanted was a marker (as in nail polish). Balloons (an euphemism for breasts) are pretty big, but they shouldn't fall to ground (sag), call the magic marker (the marker breast surgeons use to mark where to cut). I could be completely wrong but I like this interpretation and I think it's funny.

+exexalien Yes!!!! I would've been shitting myself getting to hear Foo in such an intimate setting! I did get to see them in Pittsburgh in 2012 I think it was. Jesus, it was so good. Getting to see one of your top 5 bands live is amazing. I still need to hit up an RHCP concert tho. Someday, hopefully.

Mostly open chords like Corey said, but also a barre chord 2:07 that I could see Dave using on the "this is a call..." part. Plus, a slew of power chords thrown in by Shifty, Pat and Dave, along with open and barre chords. 1:22 - 1:39 and 2:18 - 2:33.
