The noodles have tons of empty space under it so the noodles can expand. As you saw, the noodles were all compact together. When the noodles cook, they expand and spread out. Also, when you eat your noodles the cup is full, so it’s nothing bad.

0:35, actually there is a reason for That, to keep the fragile noodle chunk from breaking, they use the extra space in the bottom as a safely precaution. I mean notice how the cup always is in one piece, while the bag/pack always comes in a mess? It's not the company trying to save money or anything, It's just for customer satisfaction, so no one gets tiny broken noodles that are shorter than spaghetti. (Who else loves all kinds of pasta? My Fav one is Lasgania) (Edit: Also the chips, if they don't add air then the chips will become expired in a matter of days, so be happy that you are getting atleast some chips and not expired pottatos!)
