I remember when this idea first came out around 10-12 year ago or so if I remember right. It wasn't very good though when I tried it in the USA. More like ice than cream and probably made with milk and a lot of artificial flavorings that didn't taste that good. This reminds me a lot of coldstone in the USA too, where they would make their own ice cream and then do this kind of chopping smoothing method to add in flavors like candy, cookies, fruit etc. From a monetary standpoint, this has to be a pretty good investment because it's a lot cheaper to use small amounts of ingredients than buying big bulk size versions of ice creams like traditional shops along with less ingredients being used for the customer. A fun novel way to eat ice cream with more customization ability. Edit: Apparently it was invented in Thailand in 2009 and became somewhat popular in the USA in 2015 when it hit the east cost. I lived on the west, so 10-12 years is actually about right.
