The rest "disappears". Anyways, it doesn't matter if the quoted examples are only a "drop in the bucket" of the billions. Tax payer money isn't supposed to be going to delusional fantasies. If it is then it is not an effective budget. It's like a boss giving you the company credit card to buy coffees for the team and you decide to pick up a new car as well. Beside that: USAID food and medicine help has stabilized regions in the world so American companies con go there and conduct business and make profits which benefit the US economy. Or education spending in a 3rd world country: 10-15 years American mining companies can hire local mining workers on side and can collect/harvest/mine highly need minerals without relying on other countries to provide those.

I've been doing mission work in Haiti for many years. A few years back the pastor that we work with was taking us to town and on the way was the largest, nicest building we'd ever seen in Haiti. I asked what it was and with an eye role he informed me it was a 12 million dollar prison built by USAID. He said that the biggest problem with it was the fact that most prisoners in Haiti die in prison because of the terrible conditions, which is a major deterant to crime, but with that facility and how it was run, crime had become more attractive to many Hatians.
