Ronald Row doesn't make the decision on who gets fired or who doesnt. As he mentioned in the hearing, that is handled by the Officer of Professional Responsibility, who has their own investigators outside of SS. This means he cannot make rush decisions and has to allow their office to conduct their full investigation.
