I'm so sick of hearing these elected officials complaining about gov agencies ignoring the law and making their own laws as they go. The house and senate passed laws that gave these agencies this power. Then they put 80% of government agencies into the permanent budget. This gives them a 7% increase in spending every year regardless of what congress does. So Congress passed laws that made Congress powerless over the vast majority of government. So stop complaining and fix the problem you created.
