the '83 reforms raised the FICA tax, pushed back full retirement age, started income tax on some SS benefits and started payroll tax on all federal employees. Pay more, get less.

Not one politician will tell the American people that social security FICA tax is not a benefit. The fact of the matter is no one, no one is legally entitled to that money!!

How do people collect SS without ever paying into it or having 40 points.

Mr. Goss of SSA seems to imply there is $2.8T cash in the OASI trust fund. This is incorrect. There is not one red cent of cash in the trust fund because by law all SS revenues are invested in short term and long term special issue bonds. The cash ends up in the general fund and has long ago been spent on all general budget items. SSA might regard the bonds as cash because it doesn't have to produce cash to redeem them-- the taxpayers do.

"SS doesn't add to the national debt." Not directly, but indirectly it does. Special issue bonds in the trust funds (SS & MC) must be redeemed for cash to pay beneficiaries. If the treasury does not have cash to make the redemption, general obligation bonds must be sold to raise that cash. GO bonds always incur higher interest rates than special issue bonds which have a favorable interest rate set by Congress.
