The Doha agreement was a bad deal, pushed through by Trump simply because he wanted to be able to say during the election year "Hey Look! I'm getting all our men home from Afghanistan!". In effect it threw the Kabul regime under the bus, and decently many people within the army and US diplomacy (in 2020) understood that it was going to bring the Taliban back to power, but Trump couldn't care less! When Biden took over in Jan 2021 there were just around 2.000 actual US soldiers in Afgh - far too few to be able to keep matters under control until everybody had safely left. Trump dropped a pile of crap onto Biden's knee and there was little the new guys could do to reverse course at that point.
