Admittedly this one is definitely good. However you shouldn't take quotes too literally, when people say "the game doesn't have good music", that means its a general statement. Generally speaking, the music in the game is indeed forgettable, and if swapped with other open world game ost, would probably become better/stay the same when it comes to impressions. I have not seen anyone say "omg the music in this game is amazing", which is enough of an indicator about quality of soundtrack.
