Could you cut the strap and glue it or use some sort of adhesive to attach it to the plastic on the tailgate?

Well I don't worry a penny about how much weight can sit on it, but I am afraid that someone uses a knife to cut it. My $$$$ cap then becomes a piece of paper and the valuables are stolen.
