If I understand correctly (and I might not), they have an effective democracy, just not a liberal one. I couldn't find a precise meaning for "open democracy", but they openly gather feedback from the people. Local officials are voted in, but because it's a meritocracy they have to demonstrate that they're qualified. I've heard that their 5 year plans are discussed a year in advance, so it's not like something dictated from the top. President Xi had to work his way up from the bottom and demonstrate his effectiveness for more than 30 years (I forget how many exactly). The US picked Trump. Liberal democracies are generally optimized for individualists, making them less effective at organizing anything on a collective level. In the US, market forces and lobbyists determine public decisions. As far as I can tell, China doesn't need a liberal democracy and wouldn't do as well with one. A collectivist people shouldn't have an individualist government.

Except, in Malaysia there’s major corruption. But, the Chinese, Indians and Malays live together minding their own business. I’ve travelled to Thailand, Indonesia, Philippines, Vietnam even to Japan and South Korea for business. Comparing to US, ASEAN countries are still the safest. I’ve lived in US for the past 50+ years, it’s getting worst and worst. Even some of the police cannot be trusted, especially if you’re Black, Hispanic and Asian Pacific Islanders. You’re just not welcome.
