The base on this fork hoist seat has seen better days. Quick time-lapse vid of the repair process. Gently slice the old cover off, and then repair the foam. Pattern it up to transfer to new vinyl, backed with trim foam. Fitted and boom, just like new.

What is the tool being used for shaping?

Of the foam? That is a Bosch foam cutter. Two reciprocating blades (like an electric bread knife)
