No You don't have to leave any line before writing the date In as much as the date is not part of the address it shouldn't be written separately. Same applies to the recipient's address

Marks would not be deducted for leaving a line or not before writing the recipient’s address . It’s a matter of preference. I suggest however, that you leave a line in order produce a neat work and give a good impression to the examiner

Yes you can However, It depends on the location of the recipient. Not all countries have efficient mailing systems to receive mails to private addresses ( street addresses) If this is for exam purposes, I suggest you use P.O. Box instead of PMB

If you don't know the box number

If you’re writing a WAEC exam, you should have a Box number or at least manufacture one for the purposes of the exam However, if you intend writing a formal letter outside of WAEC’s regulations, you could replace the Box number with your house number You may use your email address as well depending on the conventional mode of emailing in your location
