The world's first 2:52, and a low 4X at that! This run started out with no early cycle in Pianta 5, but otherwise had above average luck, along with amazing gameplay. I think I can leave this category for a good while now...
The timer starts at 5:40.41 to account for the skipped cutscenes at the beginning, this timing method is known as hacked file, as it utilizes a modified save file with flags marking those cutscenes as already watched.

I just played this game for the first time. I accidentally clipped OOB at least 6 times during my playthrough and had to see how that bad collision detection was abused in speedruns. This did not disappoint.

1:26:16 Wow you’re much better at the Lily pad level then I am. The fact that the water kills you is the worst part…well that and the warp pipe at the end of the course takes you back to Delfino Plaza and forces you to restart the mission. Oh well, it’s not like Nintendo hasn’t trolled us before or since (Lost Levels poison mushroom; Pokémon Diamond, Pearl, Platinum, BD and SP Everstone Haunter trade)

The game is modified with hacks to skip those cutscenes. The timer starts offset to equalise it. Basically saves runners having to watch those long annoying cutscenes every time they make a mistake or lose a run to luck factors.

It's a cool rule now, you can start a file with those cutscenes already watched. You just need to collect the airstrip shine to not skip gameplay but you can skip them after. That's why the timer starts with 5:40 already, that's exactly how much time those cutscenes are
