Good video Bikash , however the page you have shown in the end is DNS block not web filter block as DNS filter kick in before web filter so in our case that shows web blocked before WF, but thanks for great insights.

Proxy based feature provide access to slight more categories which flow based do not have , however on the other hand it is resource consuming and you need to make sure policy having this WF should be in proxy too as WAD daemon will kick in for proxy based in fortigates , I will make a video on my channel for this.

Web rating override is basically overriding website category with custom category and you can allow that custom category in your web filter, I will make some videos on this on my channel

You can create a static URL filter for this by doing that you can block whole category but can allow some websites in same category.
