They most likely will not unless their hands are forced by regulators. Even in the regions where side loading applications are permitted, I can already see them trying to make the process as tedious, time consuming, and complicated as possible in order to dissuade people from trying to do it in the first place and they may even void your AppleCare coverage. I bet they’ll even put in a ton of warnings; something along the lines of “The execution of unauthorized applications may result in unexpected device behavior and security risks. You may be exposing your device to potentially harmful and malicious software. Enabling side loading of unauthorized applications will void your AppleCare warranty and will prevent you from accessing some Apple services.” as a scarecrow to ward off users who may not know better.

They have worked on IOS updates (Chapter 2 Season 8 leaks came from an ios build a few years ago), idk if they are still working on it til this day, but yes pretty sure they have access to the tools they just arent able to release any of their updates to the public.
