There is no restriction on citizens to purchase or import goods and pay for them in rupees since it comes under current account convertibility. However there is restriction on citizens to purchase shares or stocks or bonds abroad since it comes under capital account convertibility. Insurance providers and insurance intermediaries are different. 100% is for Insurance intermediaries like brokers (those who sell insurance policy to customers). For Insurance providers (like LIC, etc.) - its 74%. It is also the max allowable FDI. 100% FDI is not allowed.
