4:06 Exhausted ballots. After a number of rounds if you don't care who wins (you stop ranking candidates) then and only then is your ballot exhausted. Your ballot is exhausted because you don't care. If you cared you would continue ranking candidates.

Change the amount of votes that are needed for independent candidates. Andrew Gould makes a great point. I'm so glad I watched this interview. I didn't understand how a ranked voting system worked. I'm gonna vote NO on prop 140 I'm all for making the playing field fair for independents but this isn't the answer.
