The FAA already has a commercial/recreational drone registration program, it costs $5 to register, and you have to put reg numbers and an Remote ID on drones of certain size. I fly a DJI Mavic Mini 2 that is exempt from these restrictions because it is under 250 grams and is about the size of a couple decks of cards.
