Wait. There's video of the evil man throwing a dog down three flights of stairs. The dog survives but returns to the apartment. Concerned neighbors call the authorities. No action by law enforcement. Then a barrage of calls finally gets the desired result. He is taken into custody (but released) and the poor dog is removed. BUT there's another dog in the apartment that the authorities do not remove?!? Seriously? What's the logic in that?
