I think the modern warfare games are before the pvz 1 game cuz at a cutscene you can see the mini zombie controlling it and fell asleep and the zombot was supposed to go to Daves house but since the mini zombie was sleeping the Zombot landed at our house. Before the Zombot fights us there is Dave that warns us about it cuz he’s the one who sent the plants but failed to stop the zombot and most likely got a note and ngl the zombies in the neighbourhood were getting nicer by each note like they didn’t want to fight anymore but had to follow zombosses orders and when Zomboss Gave up I think that’s the end of the story where Zombies and Plants and the some humans made peace oh btw PvZ2 is before pvz1 but that’s just my theory

Unfortunately, no, I don't think that your theory is correct. Based on the tie-in comics, it is confirmed that the Zombies took over Suburbia between the events of Garden Warfare 1 and 2, and obviously, we see that the suburb is still under Plant control in PVZ1.
