In a letter written 27 April 2012 Beth Payne, then a Director in DoS CI, presented an memorandum of understanding to the Office of Legal Policy for the Undersecretary of Defense that withdrew the Department of State from its obligations as Central Authority to the children of U.S. service personnel under the Hague Convention on International Parental Child Abduction. She should under no circumstances be entrusted with responsibilities overseeing national resilience just as she should not have been engaged in issues of international child welfare. There are U.S. children being victimized every day as a result of Payne's machinations.
