At a meta level, Victor Garber, (Stein), quit so he could go back to musical theatre in New York. Now having said that, Legends of Tomorrow are time travelers so there's no reason that once Victor is done (or has a break) that they can't have a one or two shot episode where they visit Stein before he meets the Legends. Or, alternatively, they could visit an alternative Stein. BTW, Victor also made some guest appearances on The Orville. So there's that.
