Because of the dash function. The Run button was just there for the sake of speeding up the game. The dashing allows the fight to stay light while also making mobility more sensible.

There are no dashes in umk3. Only run button. Those are run jabs,not dashing.

What version of UMK3 is this? Didn't know Noob Saibot was playable on the arcade version, and didn't know Human Smoke's portrait came up on the character select screen in the arcade version. I've played UMK3 much of my life, I must be playing a different version ala Arcade/Genesis port.
