The Laws of the game state the “a goalkeeper is considered to be in control of the ball with that hand(s) when: …holding the ball in the outstretched open open hand”. So in this case, the goalkeeper is in control of the ball and the attacker commits a foul, so an indirect free kick should be awarded to the goalkeeper.

Firstly they aren't in the 13th Division they are in the 8th Tier or Step 4 of Non-League albeit they got absolutely smashed by Charlton 6-1 in the second leg and therefore aren't still in the competition whereas fellow league side Ramsgate is. There's always upsets in the FA Cup hence why we love it but unfortunately Niran tends to focus on the big clubs or some side from 3rd Tier in Papua New Guinea.
