N13 here reminds me of Ontario Highway 11 from Barrie to Gravenhurst; a RIRO divided highway with businesses and residences directly opening onto the roadway.

N13 definitely has a escape lane, It is possible to have it without the mountains instead, Probably because the mountains are too risky to do that
