It's Louisiana. Hard labor just means you are eligible for work programs in parish and prison, angola has a labor program, and every parish has community clean-up crews, it didn't mean you're going to have to work it just means that if all stipulations are met you can go into a work program making like 30 cent an hour and going out of the jail day to day.

Still I see no changes, all I see is hate. I can feel the birth pains of a thousand generations passing away. The bitter fate that only enlightened minds can taste. No judge, no court, no case. Just me and just me and you on they dinner plate. Delete, erase, no trace. Eliminated from history's face. No funeral, no plot, no wake. Sooner or later we're all the corruption and injustice will create a Omega apocalyptic type earthquake. Open your eyes, open your mind. This is more than music, I spit that reason our leaders died. That 2pac influence. It's time to rise out of that product of our environment lies. They playing it dirty so we gotta do more to survive. Strive to fly, let's create all our connections inside. Form an empire, inspire our entire generation to thrive. Cause all I hear is sirens, please stop the violence. Where's our resources, our reparations for our time in? They wonder why we wilding, cause all they feed us nonsense. Make us think it's cool to be dumb and incompetent.

Louisiana didn't use the words hard labor until around 1912. Up until then you were sentenced to slavery. So they literally only changed what they called it. Today prisoners in Louisiana still work the fields, refusal to work results in a disciplinary. To put it into perspective imagine you were convicted of a crime in 1901, you were sent to a farm which was an ex slave plantation, if you got out of line they beat you with a whip. Would your perception be that you're a prisoner or a slave? Nothing has changed. Slavery still exists. They didn't stop using the whip in Louisiana until the 60s. Another point is that inmates are paid a small incentive pay which comes out to around $15 a month. The wage that a newly emancipated slave was paid to stay on their plantations and work was around $15 a month.
