The patterns for making Sindy's mini-skirt dress with long sleeves are available for the US and abroad, including A4 paper patterns as well as US Letter paper PDFs.
My dress is made from jersey fabric, but I highly recommend recycling old jersey fabric, if you can. It can be a real money-saver, plus it's better for the environment!
