We don't flame Riot near enough for Fiora's ult outhealing Janna's, a literal enchanter whose ult's main purpose is healing. Fiora, the duelist, has the healing part of her ult outheal a healer's ult both in flat numbers and the scaling. I'm not even trying to hear out any devils advocates. That's just straight retard shit that needs calling out but it's been that way for YEARS.

Rell main here, the circle around you or your ally is visible if they have vision on just one of you. The tether between is only seen if both you and your ally is visible, so no they could not see the tether connecting them, only that Rell was potentially near by (but it has a very long range).
